It is illegal to convert a garage to any other use unless additional on-site covered parking is provided, and project approvals and permits are received from both the City’s Planning and Building divisions. A garage conversion consists of any alteration or modification of a garage for purposes other than for storing vehicles.
In addition, the use or occupancy of a garage for living, sleeping, cooking, or dining is prohibited by state law (California Health & Safety Code §17920.3) even if the garage has not been otherwise converted or modified. Such uses create a dangerous condition for the occupants due to the increased likelihood of fire, and carbon monoxide poisoning.
